Gabriel Dell
According to The Star Wars Galaxy Magazine's "Boba Fett" one-issue magazine, it says Dell does the voice for Boba Fett's lines for The Empire Strikes Back.
However, this is incorrect. IMDb lists the following story: "It was incorrectly reported in a Topps Boba Fett magazine that Dell provided the voice of Boba Fett in Star Wars: Episode V - The Empire Strikes Back (1980). Lucasfilm eventually corrected the item, confirming that it was actor Jason Wingreen who did the voice for the film, and speculated that the confusion resulted from the fact that Dell most likely provided the voice of Boba Fett for the animated segment of The Star Wars Holiday Special (1978), but that no record of what voice the actor actually did supply could be found."
While it's more commonly thought that Don Francks did the voice of Boba Fett in the Holiday Special, one film historian strongly believes it was Gabriel Dell. However, Francks’ daughter has spoken on record saying her father was the original voice of Boba Fett in the "Holiday Special."
Dell was one of the original Dead End / Bowery Boys from over 50 films shot between 1937 and 1958. Born in October 8, 1919, Gabriel Dell passed away on July 3, 1988.
