Concord Dawn was supposed to be a colony world, not inhabited entirely by Mandalorians, but they had a heavy presence on the planet. That's why the True Mandalorians and Death Watch ended up there at some point fighting each other. Remember, not all Mandalorians lived on Mandalore. Mandalorians never "put all their eggs in one basket." Strategically unwise. That way, in case the homeworld ever got wiped out, the Mandalorians would still endure as a culture and society.

Concord Dawn was a farming community. I thought this was appropriate, since the Mandalorian word for "Fett," which is "Vhett," is the Mandalorian word for farmer. This is why the symbol on Fett's chest plate is believed to either be the Fett family crest or somehow related to the Journeyman Protectors of Concord Dawn, because of the wheat symbol that goes down the middle of the circle. However, so far, they've never said what it means. Par for the course, I guess.
