It looks weird without the arms because it isn't really a bust. A bust is supposed to go to cut the figure in the upper chest just barely containing the shoulders. Since it is cut at the waistline, it gives off a strange feeling that Boba has had an arm severing accident.
Usually a bust has it's arms cut off right above the elbow. This statue has no arms, making it look weird. They shouldn't have done that. But either way, you know I'm getting one XD
