Hmm, Magneto from the Xmen comes to mind. But there are others far worse I suppose.

I will have a proper think about it but right now all I can think of is Palpatine. How he manipulates others and uses everything that he can to get what he wants is very funky in a bad guy.
I do also like Magneto though and of course Darth Vader are funky :D

A "villain" was defined as a character(s) whose wickedness of mind, selfishness of character and will to power are sometimes masked by beauty and nobility, while others may rage unmasked. They can be horribly evil or grandiosely funny, but are ultimately tragic. I agree a bit with Devil Girl about Palpatine.
Oh good grief.. Hannibal the cannibal. I should have thought about that. He gave me the creeps in Silence of the Lambs. And it's not often I get creeped out by movies.

I agree, War Master Horus is one of the worst, but Karhn the Betrayer is a pretty close second as well as Typhus or Typhoon if you want to go by his pre heresy name, I think all of the Chaos chapter leaders are close.
Greatest villian. Umm Sephiroth from squaresoft is pretty LEGIT. And cant forget about Mojo Jo Jo from the powerpuff girls.

Sephiroth is WAY too friggin overrated!! I mean seriously, he doesn't even manage to conquer the world! Kefka not only looks creepy, he succeeds in taking over the world and basically becomes a God in the process. For an extended amount of time (more then a year)! Sephiroth is a pretty boy who doesn't succeed. End of story.
